Red CPU_LED light stays on, EDIT: PC no longer reaches login screen

I am running an ASUS P8Z77,
Win 7 Ultimate-64 bit,
XFX RADEON 7950 GPU, intel i-7 3770 CPU, Rosewell* 1000w PSU, 2 HDD, and 16 GB RAM.

This is a recent issue, about 3 months old. Every time I try to power up my PC, there's about a 1 in 10 chance it actually turns on. I'm not sure why it does this only some of the time.

The times it doesn't boot up I am left with two blank monitors and a red CPU_LED on the mobo, everything else is still running.

I've tried unplugging individual Hard drives, to see if one was bad. No dice.

I also tried unplugging the GPU and seeing if the PC would boot up... and it does! It turns on everytime! No GPU is no good to me though, so I'm trying to figure out a better solution.

Is it a power issue? Do I need a new PSU or GPU?

EDIT: I'm not sure if its related, but there were a few random times when my 2nd mobo (storage) would disconnect while I was doing low-load tasks (surfing the web) and while I was gaming.

As well, my HDD with my OS recently had a fresh installation. I installed WIN7 after I couldn't get on it anymore. The old directories are still there, and I moved some back over into the new clean install.

Since I haven't gotten others with this problem, I realized that more info is needed. UPDATE:

I recently swapped out with an older GPU card(Radeon6850), and the older one was suffering from similar issues. It had gotten me past the bios once before I tried running it on a game, where the whole system shortly shut down after 10 seconds of play, and the issue of the RED_LED occurred again.

Since I swapped the mobo for an issue prior to an older GPU I had to replace, this issue has occured, so I decided to update my mobo.
I just flashed it and now on the AMD RADEON 6850 it is working! No crashes so far, and it always boots!

I'm going to try reinstalling the 7950 next to see if this fixed the issue.

I tried reinstalling the Radeon 7950, and the PC crashed one time and has failed to boot with it in since.
Replaced with the older 6950 and everything seems to be well.

Not sure if its a GPU problem specifically or PSU still.

More info: after trying to boot with the integrated GPU, my PC has been hanging on boot. I cannot go past the 'loading windows' screen, as it freezes. The PC has been freezing in different parts of the BIOS and I'm not sure what this could mean; is the mobo damaged?

I haven't been able to boot up at all, and at this point, some of my parts may have been damaged by one piece of tech.

The only way for me to turn off my pc is by cutting the power from it; power button no longer works, and when I was given the option to try windows repair, it left me on a black screen before it could boot the page up.

I'm on my last legs for this, if anyone has an idea of might be causing it, that would be greatly appreciated.
