Problems formatting a 1tb HD that stopped working after a power outage....?

I recently had a power outtage and my 1tb hard drive stopped working. I purchased a different drive but now, im trying to restore that one that failed on me. The disc is still spinning, no sounds, looks like its a partition issue, but i do not know how to format it without windows recognizing it. I used Diskpart in admin CMD, list disk, and it doesnt show up in there, but when i use Getdataback, and scan for lost volumes, it shows up in that one. But thats to recover the data, thats not what i need, i want to reformat that whole hard drive, assuming it still works as getdataback can read it, just wont show up anywhere else...HELPP :)

What make & model hard drive?
Seagate & western digital make windows diagnostic software to test hard drives
(Internal or external drives)

If no physical faults found there is probably an option to clear the partition cylinder
After this disk appears new and you can re partition & format via disk management

TestDisk from cgsecurity.org can often repair corrupt partition information
Making info available again

Are you interested in recovering data or just putting back into use?

I just want to put it back to use. Its spinning, no noises are coming from it, its recognized with stellar phoenix as a lost volume, just have no clue how to get it working again. I want to reformat the whole drive, maybe do a scandisk for some error and fix em, but i just have no clue how to recover the drive to assign a letter to it so i can reformat it. I thought about using disk part, then i did list part, and it doesnt show up there neither. Only in stellar phoenix did it show up. Oh and its a Samsung, HD103SJ drive

Again, it doesnt show up in diskmngt, only place i can see the drive is in the program stellar phoenix under lost drives, i repeat, it does NOT show up in diskmgmt lol....anyone else?
