Do you need a monitor, keyboard/mouse, operating system, WiFi Adapter, any other components or is your budget only for the system's hardware? By the way, are you planning to overclock too? If it's only for the system, not including a monitor, mouse or keyboard the following should do more than meet your expectations: :)

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Xeon E3-1230 V3 3.3GHz Quad-Core Processor ($249.90 @ SuperBiiz)
Motherboard: ASRock Fatal1ty H97 Killer ATX LGA1150 Motherboard ($99.99 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory ($82.99 @ Newegg)
Storage: Samsung 840 EVO 250GB 2.5" Solid State Drive ($129.99 @ NCIX US)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($49.99 @ Amazon)
Video Card: Gigabyte Radeon R9 290 4GB WINDFORCE Video Card ($359.99 @ Newegg)
Case: Corsair 300R ATX Mid Tower Case ($69.99 @ Micro Center)
Power Supply: XFX 650W 80+ Bronze Certified Semi-Modular ATX Power Supply ($84.99 @ SuperBiiz)
Optical Drive: Samsung SH-224DB/BEBE DVD/CD Writer ($14.99 @ Newegg)
Operating System: Microsoft Windows 8.1 - 64-bit (OEM) (64-bit) ($95.98 @ OutletPC)
Wireless Network Adapter: Rosewill RNX-N150PCe 802.11b/g/n PCI-Express x1 Wi-Fi Adapter ($10.98 @ Amazon)
Total: $1233.78
Prices include shipping, taxes, and discounts when available

You can cut down costs with the build above if you desire, by removing the SSD, purchasing a cheaper motherboard, PSU (the XFX PSU is built by SeaSonic and is Semi-Modular), and perhaps even a cheaper GPU too.

If you would prefer to spend less, please let me know and I will reduce costs without affecting performance too much. The build above should allow you to record games whilst playing them at full graphical setting with ease.

All the best. :)
