New graphics card wont boot past bios

Just bought a new PSU and GPU, and after putting in the new gpu the computer just stays at the bios and wont boot. I can't even press del or f2 to go into the bios, it is just frozen.

GPU: Gigabyte 760 4gb
PSU: Cosair CX750M
CPU: AMD Phenom II x4 965 Processor 3.40 GHz
Motherboard: Asus M5A97 R2.0
RAM: HyperX blue 8gb
OS: Windows 7 Ultimate

The old gpu works with the new power supply. But the whole reason i bought a new psu was to power the new gpu. Since the I didnt have enough watts to power my new card.

I have and still stays on the bios splash and I cant do anything.

Ya it is 750w and it plugged in properly yet it still doesnt work. :\
