i was looking in to this graphic's card,http://www.newegg.com/Product/Product.aspx?Item=N82E16814121642, but then found this one for 10$ less,http://www.newegg.com/Product/Product.aspx?Item=N82E16814121852, their pictures entitle that they are the same and the spec's on them are pretty similar but i can't tell, so are they the same?

The 250X is just a re-badge of the the 7770, so yes they're the same. The two examples you're looking at may have differing clock rates, but that will just be down to how high the manufacturer chose to clock their particular model.

So with that in mind, if you want a 250X/7770, just go for the cheaper of the two ASUS ones you linked.

Okay thank you so much, i knew they renamed them but it was kinda confusing for me and i assume the reason for the higher price would be because of the pre-OC

No worries, glad to help :)

I just checked on the ASUS site, and those two cards actually have identical clock rates and memory speeds; there really is no difference between them whatsoever (7770 and 250X). So I can't really explain the price difference between them, especially as the 250X comes with the free game offer as well. Still, I suppose it makes it easy to know which one to get! :D
