Replacing old [7600 GT PCI] with [Radeon HD 6450] (Not Gaming)

I have an old PC's graphics card that I would like to replace.

Main reason for the replacement is so that I can get HDMI output to a HD TV to watch movies.

MB: ASUS M2N-E AM2
CPU: Athlon 64 X2 5000+
MEM: 2x 1gb DDR2
Graphics: EVGA GeForce 7600 GT 256MB PCI Express x16
1x HD (Seagate 320gb 7200 RPM)
1x DVDR drive
430W Power Supply

Found this video card for <$40 (after rebate)
SAPPHIRE Radeon HD 6450 1GB 64-bit DDR3 PCI Express 2.1 x16

The Radeon 6450 is a bump up, but I am concerned about the power supply. Is this something to be concerned about, or does everything look good to go with this replacement?

What brand power supply is it? Provided it's a good power supply it should be ok, although it is on the cusp. Recommendation seems to be 400W, so again if it's a good power supply it would be ok

Well, I have an SFX PSU 180Watts, and it does well with exactly the same card - well, sort of. I have an AMD APU A4-3670, that has this inside.
 
No problems, neither card draws much power, the 7600 actually draws a little more than a 6450, so you're good to go.
Only thing I'd be concerned about is noise, a lot of those small cards use tiny fans that can produce an annoying, and sometimes loud whine and they're usually (but not always) fixed speed.
