Hello I have a laptop and a recently built desktop. My laptop is an asus g74sx witha i7 2670qm at 2.2 ghz. a gtx 560m. and 8gb ram. my desktop has amd phenom ii x4 945 3.0ghz cpu. gtx 660. and 6gb of ram. the desktop out performs the laptop in all situations but battle intense scenarios in Arma 3. laptop usually stays above 30 fps but the desktop drops down to 15-30fps. why does this happen? sorry for grammatical errors on mobile

Solution
If your question is why your laptop does better than your desktop in Arma 3, it's because that game is CPU intensive. While your desktop's 660 is better than the 560M, which works in it's favor for most games, your laptop's i7 is better than the Phenom in single-core and all-core performance by a large margin - this translates into better performance in CPU-intensive games like Arma.
