Is this painted?

I was wondering if this PSU was painted. I want to know if I can attache my anti-static wristband to it.

That PSU looks to be powder coated. Powder coatings have different conductive properties, from conductive to insulating, so unless somebody has experience with this specific PSU, don't rely solely on their opinion. Also, the manufacturer could use different formulations of powder coating during different production runs, so even among the same device, results may vary. I would suspect that the screw attachments which will hold the PSU into the chassis will conduct enough to give continuity in grounding from an unpainted metal surface of the chassis to your PSU, but I really couldn't say with any certainty.

The screws that come with a psu 9/10 times will be ridged underneath. These ridges are designed to scrape through any paint and provide a grounding point to the frame. Don't worry about strapping directly to the psu, you can strap safely to any good bare metal section of the frame, even if you have to scrape off some paint/coating on an out of sight screw. Remember.. the frame, not the case exterior, the frame.
