i reaseted it is still going to like 99 degrees on prime 95 load. my room is pretty hot tho idk. and the intel turbo kicks in to 4.2 ghz
i cleaned paste of properly too. is it because the cooler master 212 sucks or is their sumthing i can do in my bios

That kind of temp is slightly higher than you would expect to see with a stock cooler. The 212 isn't exactly a high-end cooler, but it should still be doing better than 98C. High 70s to mid 80s would be more reasonable, especially if your ambient temp is high.

I would try repasting again and reseating the cooler. Make sure it's properly tightened down - it doesn't need to be grrr'ed, but it needs to be tight. If the 212 is in good working shape and free of dust, and you're applying the paste correctly, really the only things left are an improperly tightened HSF or you have a bad chip. My money is on the HSF.

i turned turbo off and set the cores so they stay the same freq, now when i run prime 95 small ftts it runs from 75-85 degrees now much better then 99 degrees lol. i unmounted the fan and the heat sink reapplied thermal paste 2 times i tightened back plate and everything aswell my cooler master only spins 1000 rpm at max load though that seems kinda slow compared to my old amd stock heatsink running at 7000 rpm LOL! (it never went past 60 degrees celsius). im thinking about getting a new cpu cooler soon.
