Laptop Overclocking Questions

I read a few posts regarding similar questions and most of them just said,
"You can't because it'll over heat and ruin your laptop."

I have a HP Envy dv7 and I have a fan under my laptop and a fan (a literally fan for humans) dedicated for my laptop. When even when my processor runs at 3.2GHz (with the Turbo-boost thing with the Intel processor), my laptop is cold. I left my laptop rendering a video and it was pretty much ice cold when I got back.

So my question is...
Can I overclock my laptop, does the BIOS not support it, or is it still not safe regardless?
