Well I had fixed IE issue with green screen. Then Youtube wouldn't work on Firefox but it still doesn't work on IE again so what else can I do other than what has been suggested.

I recently spent several hours trying to figure out his problem. The common fix that is often being suggested is 'disable hardware acceleration in flash'. That indeed fixed it so the video was viewable but I wasn't happy with the performance, for example a 4k full screen video played back at 1fps or so hence it felt more like a workaround. I tried everything, different ati driver versions, different flash versions, bios settings, you name it. Then I stumbled on the hardware tab in catalyst control center and noticed that PCI-E was at 1x. After some googling it turned out that this happens when the card is not properly seated. I re-seated the card and surely enough now it said: Maximum Bus Setting PCI Express x16.

I could now use hardware acceleration in flash without any issues and the green screen was gone in youtube!
