New pc build, low fps in game (stutter fps)

I recently built a new pc (3 months ago), and it has always had a pretty bad fps lag, that I just now want to fix. It has a GeForce GTX770 GPU. Im getting about 40-60 fps on ultra in WoW, and 80ish on fair and VERY choppy lag (showing normal fps in game, but lagging heavily). Id hope it should run flawlessly on ultra. I can provide more spec details if needed.

Coretemp is reporting ~50 degrees celsius on all cores, maxing just under 60.
Graphics card and motherboard have updated drivers.

I dont know what else to check to get this fixes, it is very annoying. Any thoughts?

I am also a new builder, so something may be wrong internally, but Id like to have something inside be a last resort to check as my pc is hooked up and hard to get at all the wires.

I dont think they are. I literally just opened my case and attempting to play. All of my cores are at 45c when on ultra with ~100 fps (showing) in game. The problem still exists.
