Why am I getting lag with my brand new MSI R9 270?

I just got my MSI R9 270 in the mail today from newegg, plugged it into my build, and got the latest drivers. I was expecting a huge performance jump from my older 7750, but I really didn't see the jump I was looking for. For example, I am trying to run Metro Last Light and my max FPS on it is 20. I am running ut in 1080p, very high, but even if I drop either the resolution, or the settings, or both I see no change in the FPS. I am using MSI afterburner to log my GPU, and it doesn't seem to be hitting %100. Is there something I did wrong with this card? Maybe a missing driver? Here are my specs:

Asus m5a78l-lx
EVGA 500B
AMD FX-6300
MSI R9 270
8gb Ram
1tb Hitachi HDD

 
Solution
Metro last light is very cpu intensive, your FX 6300 is limiting performance in Metro last light. Test other games.
i have an i5 3570k with R9 270 and can achieve ultra 1080p with above 30fps.

Ok, Ill try to run it again and keep an eye on my CPU usage. I'm also wondering if I'm using the correct, most up to date driver. The driver definitely works, it fixed the resolution from out of the box, but I'm not 100% sure that its the correct driver.
 
Yes, the FX-6300 is limiting.. The problem will be in the settings.. Try these,
Advanced PhysX is ON by default, go to the Game Options and disable it -yes, it's there, not in the graphic options.
Also check SSAA is OFF, it's another frame rate killer in this game as is motion blur, again, turn it off.
Turn off Texture filtering Af 16x.. These settings make the CPU load higher a bit, check it and say..
