Motherboard doesn't start; No lights or beep, but fans spin

Hello,

I'm sorry if I'm in the wrong place; I'm new to this. I've decided to try to build my own computer for the first time. I put together the parts (listed below) and, when I tried to start the computer for the first time, nothing happened. Nothing displayed on my monitor, I didn't hear a beep and none of the lights on the motherboard lit up. However, the CPU fan and the fan that is installed in my case turned on and started spinning (and stayed spinning for as long as I kept it on). I tried starting it without the video card and even without the memory sticks, but that had the same result. I also tried starting it outside of the case on the chance that the standoffs were causing a short, but the same thing happened. I couldn't find anything like this anywhere online. I made sure to use an anti-static wrist band and I only put the motherboard on non-conductive surfaces. I didn't tighten the screws too tightly either. Does anyone have any idea of what could be wrong? I'll take any help I can get.

this means the board do not receive power when all the power cable are on the board and the ac is feed to the psu you should see the motherboard led on .
