Speed step trouble

Hello, I recently built a computer (MSI Z97 Gaming 7, Zotac 780 AMP!, 1000 GOLD PSU, 16 gb ram and i7-4770k). I noticed that within my bios for this board that my frequency was set to 0.80 (referring to cpu) and my speed when windows is all booted up and I am gaming remains at 0.74. I looked around and was told to disable speed step, I did so then re-booted only to be told by windows 8.1 that I had a bad configuration and then had to restart, so I had to go within Bios again and place it back onto enabled...What am I doing wrong here?

Is power saving enabled in Windows? Are your CPU temperatures okay and what power supply are you using?

I noticed you said about the CPU frequency, have you tried increasing this from 0.80 to 0.90 to see if it increases your CPU clock when under load? What does the CPU ratio say in the BIOs?

Wait, scratch that in Bios it says that I'm still running at 0.80 out of 3.50 I have a 1000 gold psi EVGA supernova G2, my CPU temps are fine. I think the voltage is off says CPU Core at 0.760v and CPU IO at 1.000v should I find a way to increase voltage?
