Your budget?? For starters, I will definitely add a GPU. Also 4GB of RAM is probably not going to be enough. Maybe have a look at this (http://pcpartpicker.com/user/PiesangSkil/saved/xFCFf7)? If it is too expensive, just say your budget and I will have a look :p

No, it won't boot until the BIOS is updated. Read the notes at the bottom of your partpicker list:

"Some Intel H81 chipset motherboards may need a BIOS update prior to using Haswell Refresh CPUs"
