I was having issues with errors that simply didn't want to be deleted so I simply reinstalled Windows which thankfully ment the errors weren't caused by my chipset/gfx card or anything like that. However, now that I've fully reinstalled Windows 7, my fps in games like LoL and Runescape is just horrible; Runescape is basically unplayable (inb4 "yes it is" joke) and my fps in LoL just drops all over the place constantly. I've run CCleaner and Norton scans/tune-ups and nothing has changed drastically. What could be the issue?

Obvious question but...did you reinstall your GPU drivers as well? The ones that get installed by w7 are very generic drivers which will show up poor performance on anything different than desktop viewing...
Be sure to install them by executing the installer with admin rights, even if UAC is turned off. Reboot and retry afterwards.

@Vynavill The GeForce experience application that allows the user to update the drivers, optimize games, etc. And I'm on a desktop.
