So recently my wife and I have been looking into building a new computer. At the current moment what we have down is this http://www.gooeypc.com/beta/gooeygui.aspx?proj=12662&rigid=34139
This is the very basics of it and will be adding more later on however I was wondering besides the R9 290X, would there be any upgrades or even downgrades for the video card and CPU that would get a better price without sacrificing performance? Going to be using the Cooler Master Seidon 240M liquid cooling system and overclocking as well wherever possible, this is intended to be a moderate-high end gaming rig once its done.

The R9 270x is the best in it's price range.. No replacements for it.. The next better card to R9 270x is the GTX 760 (10% better performance than 270x) but it's 30$ more than the 270x.. The downgrade card you can get from R9 270x is the R9 270 (7-9% less performance than 270x) with 30$ save..

Performance of OC version of R9 270 = Performance of stock version of R9 270x.. And since you're overclocking in future, R9 270x (with a core clock of 1100 MHz) overclock isn't as large as on other cards, but the 25 MHz memory OC will help with performance improvement but overclocked GPU clock and memory on the GTX 760 will provide a nice 6% performance improvement over the reference design.

Since it's a 30$ difference for both up and...

Oh, hm.. Thats odd.. Well here's the basics for it:
Cooler Master Storm Stryker Full Tower white
Asus Sabertooth 990FX R2.0 MB
ThermalTake TPG 850W 80+ Gold
AMD FX-8350 Vishera
Corsair Dominator 16GB (2x8) DDR3 1600MHz
Asus Radeon R9-270X 2GB GDDR5

Since it's a 30$ difference for both up and downgrade of your GPU, I would say you to stick to R9 270x for budget.. If you plan to buy upgrade, go to GTX 770 which can max out all games under 1080p..
And considering that CPU, AMD is yet to launch the replacement for that CPU, it will be very better if you stick to it..
