If you look at the video, when I open up the menu, my FPS increases

It appears your frame rates increase when you get close to the wall, and thus your GPU is trying to render less textures. I'm not convinced it's just resultant from opening the menu.

Your Graphics card is on the low end of meeting the requirements for that game. Turn the settings down, or upgrade the GPU for better performance. I'm not convinced you have a technical problem - but you are running the latest drivers I hope?

I have tried in different areas, and it is always when I open up that menu. Also, I am running the latest drivers :)
