New build won't boot

I just have built a new system but quite simply its not working, once switching it on the cooler will spin for a second then stops, this repeats twice, the third time the cooler spins for around 10 seconds then stops again. There is no output to the monitor and every time the cpu fan starts the power led flashes blue.

Components

i5 4590
Asrock H81m mini itx mobo
8gb ram- single stick crucial balisitx sport
gtx 650 ti (haven't bothered "plugging" that in yet
g550m cooler master psu
cooler master elite 130
wd caviar blue

(i know that i will have to do a bios update at some point)

Yes that is correct. You need BIOS version 1.6 or newer to use that CPU, and it is VERY unlikely the board shipped with anything that recent, but you may have gotten lucky.

First make sure you follow the steps listed in that link so make sure the build is properly assembled, and then we will know if the issue is BIOS related.

I'm 99% sure that its bios related, while for the i5 4590 i need Bios version 1.5 or newer (says on Asrock list of supported cpu's) like you mentioned its very unlikely that it will have any recent BIOS version.

Thanks for making me notice my stupidity, the board itself had very few features anyway so a new h97 one with a few extra sata ports and usb3 headers would be very nice indeed.
