System Error dll is missing

Hello, if anybody has any idea or info relating to this error any help would be greatful.

Anytime a program is opened or trying to install a program this error will come up. A window pops up after trying to open the program ( I will use itunes as an example) saying "iTunes.exe - System Error" and in the window itself it says the following (The program can't start because msls31.dll (this is different for every program) is missing from your computer. Try reinstalling the program to fix this problem. "

Sometimes also every now and then, a BSOD will happen.

If Anymore info about the blue screen is needed i can give it.

First i tryed doing a system restore but the computer only had three restore points and non of them made a difference and actually the farthest one back failed.

Since i can't install a malware remover i have tryed to use "Anvi Rescue disk" but since it is windows 8 the only way to boot to the disk is change the "Boot Mode" to "Legacy BIOS" from "UEFI" but that makes the windows 8 not recognizable anyways so that didn't work.

I also was gonna try and see if anything was buggered up in Task Scheduler, but when i opened it up, gave me problems saying the snap-in couldnt load and MMC couldnt start or something.

I am also doing a chkdsk /r/f at the moment so i will get back on how that went. Also i have a feeling its a corrupt file or windows registry problem but i just dont know where to look.

So any insight would be great because most likely what will happen is a format and reinstall of windows.

if your using windows 7 ,don't know if this will help but if you got ie11 installed uninstall it and revert to the native ie that came on windows [should be 9 or 10 ] and see if it make the fix then you should get a update from Microsoft to update to ie 11 and then let it reinstall it and it may fix or replace that dll [wild guess]

The internet explorer cant be uninstalled and i coulndt find a fix it for it

msls31.dll did you look in your system32 and see if this dll is there or is it gone it seems some antimalware programs mat cause this .msls31.dll is the library file used by Internet Explorer and Word applications

not saying this is a fix but I got 4 harddrives with windows on them and like this windows 7 I'm using now I had a program that came up saying I was missing 3 dll I thought funny it worked fine with vista so I hooked up the drive with my old vista on it and looked and found the dll's I was missing in 7 [now why is this??] so I just copied and pasted them in there proper spots in windows 7 and all now good so if you can find and use another computer and copy that dll and put it in the system32 where it shows to be missing and you may be good

I'd love to try these fixes but the lady i was fixing this computer for didnt want to spend any money into her computer saying she only got it for $250 anyway.
