is max memory clock bad?

Just installed a Asus Radeon R9 290. I've been watching gpu tweak and the memory clock is constantly full. Is that bad? Idk what it means so idk what to do about it. I'm simply watching a YouTube video while writing this and it's at max.

Solution
I decided to uninstall MSI and reinstall it, thinking maybe it needs to reconnect with the drivers that I installed for the New gpu, seemed to do the trick. Haven't had any issues so far today

That is a fault of AMDs proprietary Clock speed software called "PowerTune"(Previously; PowerPlay).

It adjusts your core clock rate dynamically to keep minimum heat/power consumption and maximum performance...atleast that's what it's supposed to do,ive never seen it work well. Instead what you get is a static Clock speed ,as you've seen, and a dynamic Core Speed that does nothing but degrade gaming performance and cause mass stuttering.

There is a fix though!

If you dont already have it,get MSI Afterburner

Disclaimer: do not use numeric values shown in screenshots, tailor your clocks for your card.

Use the sliders to set your stock clocks, which should be 947 core and 1250 memory(Stock 290 speeds),click apply(this enables the clocks) then select save then click Profile 1.
Next drop the core and memory sliders to the minimum value, apply then save to profile 2.
Then go into "Settings" and find the "Profiles" Tab in the top right and save your 2d and 3d clocks to the appropriate profiles, like so.

Then bypass PowerTune(PowerPlay) and restart your PC.

Now MSI Afterburner should be in control of your clocks, which many have found to be much better.

I haven't noticed any issues with my gaming. I only noticed it while watching a video and both my monitors ceased to show anything and just went to the good old fashioned white static screen. I do have msi afterburner but couldn't I just use gpu tweak to change the settings? That's what I'm using to read it now anyway.

And I'm still not sure why it's even maxing the memory when I'm only watching a video. Seems like lowering the memory (currently set to max at 5040) would only make things worse, right?

I opened MSI and looked at the settings it has, and be default it has the Core Clock maxe at 1000, and the Memory Clock maxed at 1260. How do I make it so the the GPU is actually running off of MSI instead of GPU Tweak? Or does it do it automatically? And do I need to keep MSI open at all times?

That's fine, I use MSI to record my gameplay anyway, so it's typically up when the PC is under load already. However, should I be worried if the Memory Clock reaches that max of 1,260 that it's set at? I really don't even know what that means, but I did not have any of these issues before 'upgrading' my PC the other day and it's very annoying.

No its fine for the memory to reach its max speed,as long as you havent adjusted it..thats called Overclocking.
The problem with powerplay was your memory clock would never decrease to idle,"2D" speeds. Which MSI AB will do for you.
Which you can do with MSI AB and its fine if you know what you're doing but im not terribly familiar with how 290's overclock.

Oh ok, I hadn't realized that was essentially overclocking. I've looked into the subject, but definitely am not equipped with the right knowledge to try it out yet. Is this 'powerplay' the same as GPU Tweak? Because I don't have anything called powerplay, gpu tweak is what my old and new graphics cards came with. Either way, I'm going to start using MSI more constantly.

MSI freezes and stops responding every time I attempt to close it so that I can power down. Idk why it's doing this but it completely stops the pc from shutting off because for whatever reason it won't power down while MSI is open, but even task manager won't close it

Yep,if you were to increase those numeric values(core and memory speed) that is overclocking, its pretty easy these days.

I had never heard of GPU Tweak, It appears to be identicle in functionality to MSI Afterburner but with an ASUS name on it. PowerTune you wont hear about, you wont "find" it on your system as its not a standalone piece of software. It's baked into all the newer AMD Cards.
PowerTune

It's a great idea, but the sensitivities are off.

As to why MSI AB freezes when you close it..that is very odd. Either its conflicting with other software on your system or the install is corrupted,i am unsure though.

i have the same problem like you with my r9 270x. Everytime i watch a video (any kind of flashvideos) the memory clock speed of my gpu gets up on the maximun clock rate. i tried to clock it down from 1400 mhz to 1100. the problem is when i play anygame or use any kind of program that use gpu power, the clockrate stays at 1120 max, but when i watch videos it gets up on 1400 mgz again eventhough i set the max clock lower than that.
