If... lots of ifs... Remember that yur PSU is the bedrock of your PC - if it malfunctions even a little, it can cause instability. Worse, a poor quality power supply has the potential to destroy other components when it fails.
In short, if you find someone who can / is willing to repair a PSU for you, make sure they really are qualified / experienced / can do it

Most PC repair shop cannot repair a power supply so they just sell you a new one. It might easier to get a list of the best cheap power supplies available where you are. Where there is a sale in the US: Corsair CX430 is $20 after rebate. CX500 is around $25 after rebate. EVGA 500B is around $25 after rebate.
