MSI Z87-G45 Doesnt POST

So im building a new system, I get everything connected and when I turn it on I get no video signal whatsoever, doesn't even POST (for the record, the monitor is connected to the mobo DVI throughout this entire process).

After a bit of poking around I find that the system will POST if there is no video card in the pci-e slot. At first i assumed it was an issue with the gigabyte r9 290 windforce card i had gotten, but when i tried to use an older junker card I had on hand (i don't remember what model), which HAD been working, the system again does not put out a signal as long as the card is connected. I've tried 2 different pci-e slots and its the same story both times, if there's something in there => no signal; otherwise yes. I haven't even gotten to installing the o/s yet.

Is the board just bad, or am I maybe missing something? I cant imagine the BIOS needs an update to support the 2 year old minimalist card...

did you set the bios for using the pci-e slot and disable the on chip gpu?
