The electric went out and now I have a windows error ... And can not repair just keeps looping back the the start windows norm

It's uncertain but you have to start somewhere and with an unbootable system (even in Safe Mode) you have to try repairing the most likely causes which are corrupted bootloader or damaged Hard Disk sectors.. and they can be done with a Repair disk, Windows DVD, or a Repair Utilities disk (Hiren's Boot CD)
We have to know the error Number code or descriptive name for more accurate answers but a common issue after a power outage is damaged disk sectors. You can try running a CHKDSK /R booting from a repair disk, installation disk, or from a bootable live CD such as Hiren's Boot CD. You could also see if it can boot in Safe Mode pressing F8 immediately after the BIOS post... Or in case the bootloader suffered damage, you can also try a startup repair from a Windows 7 Repair or installation disk. The startup repair can also be available from the Safe Mode options list.

Thanks for the reply I have no repair disk and and I can't start it in safe mode just keeps looping back to the start windows normally or start repair I'm not sure what the error codes are ... If I get a repair desk will it be fixed ?

Sometimes the System Restore option (Accessed by pressing F11 before Windows tries to boot) can be a gem when an app is interrupted by a surge. However, the app file may need to be reinstalled afterwards. That would be among my first round of troubleshooting before moving on to more expensive measures.
