Windows 8 high disk usage

Ever since I installed win 8.1 Pro x64 I'm having disk problems. Sometimes I'm normally browsing the web or doing my stuff and everything starts lagging. Task manager says I've got 99%+ disk usage but I've got 2 processes that are doing like 0,1 MB/s, everything else is at 0 MB/s. And then after some time it just drops to 1-5% usage and everything is working normally. Sometimes it's because NOD32 is updating, sometimes it's because of utorrent (when it's utorrent I'm having 40-50MB/s disk usage, and after i shut the program down and restart it everything's good again, it's 2.2.1. version), and sometimes it's the system process. When I had win 7 nothing like this was happening so anyone got an idea why this is happening?

Laptop is Toshiba Satellite L500-128

If it is large torrents it will pre-allocate the diskspace causing a huge performance hit until it finishes allocating. It shouldn't be happening with a 200MB file. When this happens if you open the resource monitor and click on disk and then disk activity you should see the list of files being accessed, and try sorting by either read or write bytes a second and see what file it is accessing that might help narrow down the issue.

It happens right after I start downloading something. And it happens with different sizes, sometimes it's 10GB+ and the other times it's 200MB. With win 7 I don't remember it happening even with 10GB+ files.
