new graphics card fps issues wow (fans slowing)

Hey guys i am having some trouble i just updated my rig with a r9 280x and a corsair 600w psu i am having some trouble in wow,sometimes when in raids my fps drops to like 23 fps and my computer fans go really slow for some reason, then when my fans pick back up the fps shoot back up why is this happening

Is there a program to check psu usage, should i revert my i5 cpu back to stock instead of overclocking

It will depend on what the system consists of and how high the OC is. And the make/model of the PSU.
The PSU usage is simply watts. There is no pgm that I am aware of that will display load side watts accurately. Intel i5 2500k OC 4.2ghz
Amd r9 280x
Wd green 1tb hdd
Ocz ssd
4gb ram
Dvd rw drive
3 case fans with leds

Psu calculator said 530w recommended so can't see it being that

Maybe its just where the games engine is so old I'll keep a listen out for my fans though it hasn't happened again yet getting around 25-28 fps on visual heavy fights with everything ultra 16 aa and 8 multisampling have to use v sync as well because my screen has flicker lines sometimes

I always use ccleaner, it happened again just now but not in a raid i was killing some mobs and fans powered down slightly and fps dropped to 25 very very strange then 2 mins later fans back up and 60 fps

I would still lean towards the card being defective or possibly the PSU. Can you swap either out for testing, or try the card in another PC?
Try this... watch the GPU core speed and the +12V in a pgm like GPUZ. See if the core speed and or the voltage drops when this happens.

ok i just done a test in metro last light all in ultra high settings was running like a dream until 15:58 then the fps dropped from 40+ to 18fps and i couldnt do anything so i quit the game, i got a log file here hope you can find something.
