Terrible lag for seemingly no reason

I'm experiencing some pretty terrible lag for seemingly no reason at all. I'm running an i5-3570k, a 256GB SSD, 8GB of RAM, and 2 GTX 670s 2GB in SLI (one is a GTX 670 2GB SC, not sure if that matters, but it is in the top most slot). I've done a factory reset on the entire computer to try to trouble shoot any issues, but to no avail. The lag is noticeable in games and in general web browsing where the screen will freeze for 3-5 seconds while the sound remains unaffected. During the moments of lags, the CPU plummets from around 60% usage to 0% while monitoring activity with software. If I need to provide any more information, I'll be happy to do so. Any help would be so awesome since this issue is preventing me from providing an enjoyable live-stream.
 
is this a new problem with old software? or is this a new problem with new software (as in it only happens on one new game you got?)

what are you doing when it happens? It sounds like the video driver is crashing, is windows giving you a driver crash warning? Did you recently update your nvidia drivers?

can you tell us what programs you're running and what you're doing when this happens?

I have factory reinstalled everything, so I guess its a new problem with new software. I am usually playing games, but the lag can occur during web browsing, windows does not give me a driver crash warning, I have my drivers kept up to date with nVidia experience.

During the lags I am usually running a few programs, but to troubleshoot, I have ran with no programs open and I have still seen the lag issue, it usually happens in first person shooters, but pop up from time to time in RTS games and MMOs.

 
still sounds like an nvidia driver issue... especially since you did a total system wipe/reload and it's happening in multiple programs

I would uninstall EVERYTHING that has the nvidia name on it. uninstall your gpu driver. check the box that says remove it from your system. download the previous nvidia whql driver, reboot your system and install the new (er... older) driver and see if the issue is resolved. if it is not, try a yet older driver.

Ever since whql 314.22 nvidia drivers have been temperamental... especially on the 500-600 series cards. you can also try to simply uninstall nvidia experience. i know a lot of people have had their nvidia driver issues cleared up just by removing that program.

I ran GPUz, I got a PerfCap Reason and I'm not sure if it is related to my issue, the 2 issues were VRel and VOp

Oh im sorry I forgot to add that I did do what you suggested, thats my fault
 
ok.

Next issue would be to isolate the hard drives. if the games are on your hard drive, move one over to the ssd and see if the lag goes away. if it does then i'd say you have a dying hard drive on your hands. if they're all on the ssd, move one to your hard drive, and see if the issue goes away. we'll be able to eliminate a hard drive/ssd failure this way.

Sadly I had to RMA my HHD so I only have my SSD to work with right now
 
mmm... breadboard your system.

disconnect everything, take the motherboard out of the case, use a cutting board or somethign similar to rest the motherboard on. take all hardware out of the case. rest is on a similar surface, not touching eachother. unplug everything excepting for the hard drive, and grab yourself a cheap keyboard/mouse from somewhere to replace your current ones.

power on your system with the onboard video, and see if you can replicate this error. if the error goes away something you unplugged was causing the issue. add the parts back one at a time until the problem comes back. then you'll KNOW what's causing the issue.
