A lot of games stutter with high FPS when moving or turning around.

This seems to occur in a lot of Unreal Engine 3 (Red Orchestra 2, Saints Row 3, Hawken) and Cry Engine (MechWarrior Online) based games. Tweaking texture streaming helps somewhat, but stuttering is still there.
Max Payne 3 also, for example, runs perfectly during cutscenes, but during the actual gameplay stutters occur constantly.
Battlefield 3, Medal of Honor (newest), Sacred 2 also stutter on moving, turning around.
Changing graphic settings doesn't solve anything.

There are still new games, though, which run butter smooth, such as Devil May Cry 5 and Dark Souls 2.
Even Kane&Lynch: Dead Men had this stutter, until I disabled almost all HID devices in Device Manager. I tried doing the same, while working with Red Orchestra 2, MechWarrior Online and Max Payne 3, but with no success.

Operating System: Windows 7 Ultimate 64-bit
BIOS: Award Modular BIOS v6.00PG
Processor: Intel(R) Core(TM)2 Duo CPU E7500 @ 2.93GHz (2 CPUs), ~2.1GHz
RAM: 8192MB RAM
Graphic Card: NVIDIA GeForce GTS 250 1GB

If I should provide you with more information on my hardware, I'm ready and willing.

This is really frustrating, I've had enough. This is my last resort.

If your playing at 1080P, it could be a memory bottleneck, because that GPU only has 1GB of vram which is pretty low on the newest games.

But, your whole computer needs an upgrade.

Agree^ The only thing that is up to par is the amount of memory you have. Sorry but the rest of the system is really low end. Your best bet would be to lower the resolution to say 720p and set the graphic's options to low-mid range.

Well, I'm always playing at 1280-1024.
I also have similar issues with Battlefield 3, Medal of Honor (newest), Sacred 2 (just remembered these ones).
Are you absolutely sure that I just need an upgrade and the problem is not in the hardware conflicts or something? Well, Sacred 2, for example, should run flawlessly even on my old rig.

The stuttering happens mainly when moving or turning around. When I'm in small closed spaces, or stare at a wall, or look up in the sky, there is no stuttering.

Similar to me, I have a GT 540M 1GB and every once in a while when I play at 1080P in Portal 2 I get stuttering.

If you can't afford anything else, at least get a GTX 750 ti with 2GB of GDDR5 VRAM, they cost around $115-$200.

I also have 64.0 kHz 60Hz 17-inch monitor with resolution 1280-1024. Maybe there is a problem with FPS out of sync or something?

I somehow narrowed the problem:
The stutter occurs when FPS drops below 60 (refresh rate of my monitor). As long as FPS is above 60, gameplay is butter smooth.
