A lot of games stutter with high FPS when moving or turning around.

This seems to occur in a lot of Unreal Engine 3 (Red Orchestra 2, Saints Row 3, Hawken) and Cry Engine (MechWarrior Online) based games. Tweaking texture streaming helps somewhat, but stuttering is still there.
Max Payne 3 also, for example, runs perfectly during cutscenes, but during the actual gameplay stutters occur constantly.
Battlefield 3, Medal of Honor (newest), Sacred 2 also stutter on moving, turning around.
Changing graphic settings doesn't solve anything.

There are still new games, though, which run butter smooth, such as Devil May Cry 5 and Dark Souls 2.
Even Kane&Lynch: Dead Men had this stutter, until I disabled almost all HID devices in Device Manager. I tried doing the same, while working with Red Orchestra 2, MechWarrior Online and Max Payne 3, but with no success.

RAM: 8192MB RAM
Graphic Card: NVIDIA GeForce GTS 250 1GB

If I should provide you with more information on my hardware, I'm ready and willing.

This is really frustrating, I've had enough. This is my last resort.

Well, I'm always playing at 1280-1024.
I also have similar issues with Battlefield 3, Medal of Honor (newest), Sacred 2 (just remembered these ones).
Are you absolutely sure that I just need an upgrade and the problem is not in the hardware conflicts or something? Well, Sacred 2, for example, should run flawlessly even on my old rig.
 


Similar to me, I have a GT 540M 1GB and every once in a while when I play at 1080P in Portal 2 I get stuttering.

If you can't afford anything else, at least get a GTX 750 ti with 2GB of GDDR5 VRAM, they cost around $115-$200.
