you can go quite a long way with notepad 
On a more serious note, for a first go, try Brackets for the HTML / CSS coding and GIMP for the graphics. Both are free. There are better, more expensive, alternatives out there used by professional web designers but they are, well, expensive and Brackets / GIMP and a good beginners book will get you started while you figure out if you want to pursue web design further.
