Want to upgrade from bottleneck AMD Radeon HD 7670; hardware noob would like advice

Hi; I have a prebuilt PC that I got a year or so ago, and the system works well but the GPU sucks compared to the rest of the system.

I'm familiar with operating software but my knowledge of hardware is basically none, so help is appreciated. Here's my specs:

Windows 7 64-bit
Intel Core i7 3770 3.40 GHz CPU(4 cores)
8 GM DDR3 RAM
Pegatron 2AD5 Motherboard (I don't know much about motherboards, so if you need more info just ask)
AMD Radeon HD 7670 1024mb vram GPU
HP w2408 monitor 1920x1200

I want a GPU that is able to play games such as Skyrim on higher settings. I don't need any of that super-realistic crap that people do with their game, I just want it to look nice and play smooth. My GPU has served me well in games such as Minecraft, but I've noticed with Skyrim, Anno 2070, and other high fidelity games it can be choppy. I'm assuming this is due to the GPU, but i could be really wrong.

As for budget I don't really know what a good GPU will run you, I think 250 USD is alright, but lower is appreciated. I live in the US so store options aren't really a problem I think. Feel free to suggest something over budget if i'm woefully wrong about what these things cost these days. I've had issues with AMD so I guess I prefer Nvidia, but whatever you guys think.

You basically have a 6670... low performance for your monitor resolution.

Without knowing your power supply wattage, I can put forth a recommendation of a gtx 750 as a good fit to start with, depending if you also need to buy a new power supply after you post the wattage.

 
$250 would put you squarely in range for a r9-280 or gtx 760. since you plan to play skyrim get the gtx 760... skyrim likes nvidia cards a little bit more then AMD cards.

understand, this is assuming you have atleast a 550 W psu. if your psu is not a 500W plus unit, then i would spend a solid $80 on a good psu and another 170 on a gpu... something like a 650W XFX Pro PSU + r9-270x would probably be the best use of your cash.
