Built rig, power for a few seconds, then turns off...repeat

Yes, I have the sticky and verified all the steps...Still nothing.

Built the rig, plugged in everything to correct terminals. Standoffs are built in the case, so cannot adjust. Basically, press the power button, PSU fan and case fans go, CPU fan tries to go, but doesn't, and a few seconds later, power turns off...a few seconds later, power turns back on, and repeat.

PSU: Corsair Builder 500W 80+ Bronze Certified ATX Power Supply
Optical Drive: Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

On partspicker, it states in notes: "Some Intel H81 chipset motherboards may need a BIOS update prior to using Haswell Refresh CPUs"

Does that mean the motherboard's bios must be flashed?

Most likely it is a BIOS update that you need. You will need another computer. Go to the Gigabyte website and download the most recent BIOS. You can save it on a flash drive. Watch this video. It will help:

So I download the most recent BIOS and put it on a flash drive. How do I update the motherboard if I can't even get to the POST screen?

Did a paper clip PSU test, PSU is fine.

Update: Tore it down and rebuilt it, same issues.

Took it to a local IT Expert. He checked the PSU with a PSU meter, all good. Also check all the plugs with the meter, all good. Did a whole bunch of technical stuff, same result. I asked about the BIOS and he stated there is like a 2% chance it is bios related. Since I was never able to reach the POST screen, he said it is not BIOS related. I mentioned it has a 4th haswell, and others said they had issues with 4th gens and that particular mobo, but he was adamant it is not the bios.

His verdict is dead mobo or mobo socket, so I'll be sending it in for a replacement.
