My mate wants me to build a PC that they can play games at max settings and also be able to record and do amateur video editing. Was thinking of an i7 4770k build, will be OC in future or when it's put together.

If you can use Australian part prices that would help heaps.

i believe i5 4690K is more appropriate, not i7

The video editing that will be done on it will be minor stuff for youtube nothing major, if the i5 is more appropriate for that ill go for that, Also would the AMD FX 8350 be sufficient for it ? I have been looking at an AMD build also.
