Amd Display Driver just doesn't install ever

Hi , I built my PC a week before christmas last year and haven't really had any game time since building it which is very frustrating due to what I know it's capable of.

Now what happens when I try install it, the PC will install everything else in the Catalyst package and when it gets to the display driver the screen will flash, return to normal for about a second and then go black and the GPU fan will go to maximum speed until I perform a hard shutdown.

What I have tried:
Manually select driver in hardware manager, same result as above.
Uninstall Basic Display Adapter then install driver and restart, same thing.
Tried a different PCIE slot same thing.
Probably done about 25ish fresh installs each time installing chipset driver, I have now memorized my activation code, still does nothing.
Updated BIOS, de nada.
Clear CMOS, nope.
Tried installing Os on 3 Different drives each time with all other drives unplugged, same end result.
Tried Windows 7, as you may have guessed didn't work.
DDU in safe mode, restart, then install, nah.
Diffferent plugs on PSU even though i'm sure this is software related.
The PC works perfectly with no Display driver and everything else off the discs included with the parts purchased it's just the display driver that does this.

Windows 8 64bit
Amd Fx-8350 Stock speed
Asus M5a99x Evo R2.0
Sapphire R9 290x
Corsair Vengeance 1600Mhz 1.5v CL9 LP
Samsung 840 Evo 250gb
Antec HCG-850M

The only virus software I have ever had running is Windows defender i'll disable that and see what happens and yes all my files are up to date including net framework. Thank you for the advice
