Graphical Artifacts from new PC

Hi guys bought some new parts for my computer a couple days ago but have been experiencing weird graphical glitches and would like some confirmation as to the source of these anomalies.

I have been updating windows to the point where it says no more important updates, updated my drivers.
Have also stress tested both cpu and gpu, had no major temp concerns and didn't see any problems with furmark which said no errors. GPU was at 75ish at load.

No Overclock on anything.

New parts are
CPU: i5 4690k
GPU: Sapphire r9 280x Vapor x
PSU: Seasonic 650w x series
Mobo: Asrock Fatal1ty z97 killer

Old parts
Case: Cooler Master CM 690 ii
RAM: 2 sticks of some shitty value ram ddr3

Random squares like this are appearing randomly as shown. These same squares appear in games that I've tested including Hearthstone, the Starcraft 2 menu and Dota 2 menu screen.

Also appeared on firefox until I disabled hardware acceleration.

On hearthstone its the worst, the squares appear randomly and change 10 times every second.

Interestingly, these squares all seem to disappear when I'm watching a video such as on youtube or twitch.
Is my gpu bust? Or is it something else? Would really appreciate some help.

EDIT: should add that these don't really appear in more graphically intensive games such as Bioshock Infinite or in game in dota 2 but more in the menus or loading screens before the games.
 
Solution
Sounds like defective GPU. It's a pain in the butt to have to use on-board graphics but you may need to RMA that GPU for a new one.
