Graphics card, What to upgrade to? 200$ budget!

I am looking for advice about what to upgrade my graphics card to, i currently have an AMD Radeon 5450 512mb card so its pretty darn underpowered. I can run Dota 2 on all low settings/all extra effects off decently well (30-60fps guess) I would like to be able to run Dota 2 on high with 60+fps and vindictus on high with 60+fps.

Dell Optiplex 990
CPU- Intel core i7 2600 @ 3.40GHz (8 Cpus)
RAM-(4096 MB) 4 GB ~3.24GB Usable?~
GPU- AMD Radeon HD 5450 512mb
-Direct X11-

Edit~~~~ So i bought the GTX 750 TI, brought it home and low and behold it dosent fit in my Optiplex 990, and then i saw the package, saying i need atleast 400W and i have a 240W system... so even if i could fit it in, i couldnt run it. SOOO New question, knowing know that i have a 240W system and a GTX 750 TI cant fit in it, what should i upgrade to?

due to the extremely small power supply installed in your dell, i can only recommend a gtx 750 or 750ti. any of these do not require and pci-e power connectors and can run off power provided through the pci-e express slot. the performance per watt from these cards are unparalled at this point in time so either of these will be perfect for your situation.

The price rose. They were offering the power color turbo duo for $189.99 "yesterday". However I did not look at your prebuilt specs and proclaim did so might want to read his comment. If what he says is true best you can get is a 750 ti. You can however get the r9 270 for $139 and get a new PSU with the rest of the money. R9 270 will run games at considerably well. Hmmm, I'd recommend getting a new case and PSU. You're original budget was $200 and the 750ti costs around 150. So you have $50 left. Here's a list

There are some 240watt GPUs. But they wouldn't really be an "upgrade" and you'd still be playing your games at the same settings. Not to mention they'd cost around the same price as the list I've provided here.
