Graphics Card running at "v1.1" instead of "v3.0" when playing games.

Hello. I have a problem playing Guild Wars 2 with a new(ish) system I have just build. I have tried posting on the GW2 forums but in order to try to maximise my chances of getting this solved I'm wondering if anyone here has had a similar problem and managed to fix it.

To start off with this is what I'm running:

MSI Z97 Gaming 7 Mobo (New)
Intel Core i5 3.5 GHz CPU (New)
Corsair 850W PSU (New)
16 Gb Corsair Vengeance Memory (New)
240 GB SSD (Few months old, almost unused)
Gigabyte GTX 670 graphics card (Few months old)

I actually have GW2 on a slightly older SSD

My operating system is Windows 7 64 bit.

I've been running the GPU-Z tool and it shows under "Bus Interface" PCI-E 3.0 x16 @ x16 1.1 when idle AND when running GW2. If I run the render test it bumps up to PCI-E 3.0 x16 @ x16 3.0

I have tried updating the BIOS to the newest version. No change.

I am really rather stumped. 7-18 FPS in game is really rather frustrating. Can anyone offer any expertise on this? I'll be happy to try to answer any other questions I can. Thanks for your time!

To begin with, have you downloaded the latest drivers for your GPU from www.nvidia.com?

If you ran the render test and GPU-Z bumped up to 3.0, then you have no problem with your PCIe mode, regardless of what you may be seeing in game.

Go into your BIOS and attempt to change it there. I know high end boards such as mine offer the ability to change it
