Toshiba laptop C655D-S5518 can't find any wifi connections available

My brother's laptop can't seem to find any connections... My laptop and everyone else's connects to our home wifi just fine. I have tried the FN+F8 keys. I have gone into Network and Sharing Center>Change adapter settings and it is enabled. I have restarted his laptop quite a bit but nothing works. I even took out the battery and held the power button for 30 seconds. I do can't find a TVAP or TFCU. I tried to update a driver but the laptop can't find an update. Any help? I feel as if I have tried everything.
 
If the laptop isn't listing the desired network SSID in "View available networks", try this:

1) Turn off the laptop.

2) Restart the router and wait till it has established a connection successfully (no lights flashing on it).

3) Restart the laptop.

My wife's Vista laptop had the exact same issue last week, it listed all networks within range except ours.
Restarting the router, then the laptop, this fixed the problem. Our network was listed.

And if you want to reinstall or update any of the Toshiba's drivers, you download them from Toshiba's website, not by using the "Update driver" button in Device Manager.
