Restart not working

On a new PC build, soft and hard restarts do not reboot. PC will only boot after a power off. What should I check

I called the motherboard manufacturer support group and it was a known issue. Fortunately, there was a fix in the latest BIOS. I flashed the latest BIOS and the problem went away.
