Just like mr. blackbird said, that cpu consumes more than twice the wattage of any other cpu on the market, so your going to want at least a 850-1000W PSU, I recommend the latter.
If you are looking for a good PSU, look at the Corsair HX 1000W PSU.

Im wondering is a Corsair VX 550 PSU enough power to support a AMD 9590 on a single GPu card system?

What GPU? If the GPU barely consumes 50w maybe.
EVGA FTW 750 Ti
Just buy an i5 for about $190 to $200 and you would be much better of in terms of performance, power and heat levels. $320 is a waste of money for that processor
