Ok, so I'm buying a used PC with a Vista COA. I'm wondering if I can simply download the .iso, make a USB boot drive, and then when the installation asks me for the product key, if I can use the code on the COA.

More about : installation coa

It depends, if it's a Dell or other name brand OS, those key's only usually work with a dell/hp, etc branded version of Windows and not a generic one you can download from microsoft. If it's just a legit version someone bought and put the sticker on ,then yes you could.
