I would try for something similar to this. Windows is a personal preference, although you may want 8.1 as it's more future-proof. I believe you can create partitions on an SSD, although I've never done so myself. I don't see why you wouldn't be able to.

Try Memory Express, not only do they match prices, they actually beat them which can save you money.

I don't want to put a hdd because there is no need, he won't store movies or that many photos. So a 500gb ssd or bigger is what I want for storage. Cpu cooler is that really needed? We won't overclock, hence the h97 chipset choice. And how many watts do you think this build will suck at maximum? 500?

A 500gb+ SSD will cost too much for this build. The intel cooler is extremely noisy, which is why I put the cooler in there. You can see on the pcpartpicker page how many watts this build is.

The reason I am sticking with the gtx 750 ti is because it is maxwell new architecture, does not consume a lot of power and is quiet, AND I am pretty sure it can handle aoe 2 and red alert 2 as well as any other games he might play in 8 years time (and he does not play graphic intensive games at all).
