So the title says it all, here are my specs:

ASUS Sabertooth 990 FX R2.0
AMD 8-core FX-9370 OC to 4.7 GHZ
Corsair H100i watercooler.
16 GB Corsair Vengence DDR3 1600
GEForce 770 SC 2GB GDDR5 OC +370
600W Cooler Master Extreme
2X Samsung 840 Pro 250 GB and 128GB
1TB Seagate Barracuda 7200 rpm
windows 7 64bit SP1

so my temps are all great I've never gone over 80 degrees C on my GTX 770 and never over 55 degrees C on my CPU.

So to start, everything I have is relatively new. Nothing has been run down or worn out. I thought what i have would be more than enough to run game at more than 30 fps on low. I'm not sure what it is that's holding me back. the CPU and motherboard are both brand new. I had just upgraded from my old CPU and motherboard, the upgrade gave me a little bit improved performance but still below what I had anticipated. Is there anything in this build I should upgrade so I can get more than 30 and below FPS on low in Arma 3 and 27 FPS and below on low in Dayz SA?

That's not normal. You absolutely don't need any upgrade to play newer titles on high to ultra settings at above 30 FPS. I encountered something like that a couple of times in the past.

Check if you have installed graphics drivers.
If that doesn't solve, run a thorough scan on your system for malware.

a good way to check would be to run afterburner and launch your game & play it for a while. Afterwards take a look at the log graphs in afterburner to see if you GPU is working as hard as it should. check the frequencies as well as the temps & gpu usage charts.

if you can rule out the GPU it will help pinpoint where your bottleneck is.
