Looking for some missing icons

So a while back I decided to make a custom desktop theme and everything worked perfectly. However, I chose some icons that I found online for my pinned taskbar applications.

Well, in a fit of wild stupidity, I deleted the folder containing the icons after seeing that doing so made no changes to the pinned buttons on the taskbar. I later realized that given time, the buttons would all revert to the default broken shortcut icon.

Now stay with me. When I reboot the computer, the icons are there in all their glory. Heck, even if I terminate explorer.exe and restart it, the icons pop back up. However, again given time, they eventually go back to the default broken shortcut.

Now this normally wouldn't be an issue if it were just one or two icons, but I replaced all of my frequently used applications with them. So instead of looking at the icon, I have to play a game of memory to hopefully choose the right program.

So I said all that to say this: The fact that restarting the computer (or just explorer) returns the icons to their original correct states leads me to believe that they are, in fact, stored somewhere on the computer. Granted, I'm no guru, so I could be out in left field on that assumption. But if they are stored somewhere, just tucked away in a system folder in the deep dark, is there any way to retrieve them from said folder and re-establish the shortcut so as to resolve this issue?

Thank you for your time.

Edit: Apologies. Running Windows 7 on the machine.

My apologies for posting in the wrong subsection. I made an addendum indicating that I am using Windows 7.
