New Build Keeps Restarting Over and Over Again

So, I've built a couple of computers and haven't run into this problem yet, I'm building a new computer for my family, (theirs just fried) and when I completed the build, everything looked great and the build went smoothly (a little too smoothly). When I plugged it in and turned it on all the fans and lights came on and everything powered up smoothly for around 5 seconds, then the PC turned off for around 5 more seconds and then rebooted for around 5 more seconds. It keeps doing this until I unplug it from the wall.
So far I've checked all the connections at least 3 times, I've made sure the motherboard doesn't contact the case besides the standoffs, I've taken out all the unnecessary components, reset CMOS, and checked to see that everything was running without contacting anything else (fans getting stuck on wires. Pretty sure I didn't fry anything, (I'm in Florida and it's 100 degrees and the humidity is probably around 500%)
Kind of sounds like a PSU / MOBO problem, anyone have any ideas or tips on whats wrong or if there is some way to fix it?

Build specs:
Motherboard: Gigabyte GA-B85M-D3V (Exchanged for Asus H81M-E)
CPU: Intel Pentium G3440
PSU: Corsair CX 430W
HDD: Western Digital Caviar Blue 1TB
RAM: 8GB 1600 MHz

first off have u installed the cpu heatsink properly with thermal paste and connect the cpu heatsink fan with your mobo ??if you have done that correctly then try using a different psu for checking ....if still nothing happens then replace your motherboard..

I did correctly install the cpu heatsink and thermal paste, the fan is plugged in and it spins up when the power is turned on.

I don't have a spare psu on hand, should I run out to the store and exchange mine for a different one?

That's what I'm thinking, I'm going to run down to Tiger Direct before they close and exchange it. I'll let everyone know how it goes when I get back.

So I exchanged the power supply and went with Corsair instead... hooked everything back up and it still won't work. Same exact issue...
By this point I'm about to shoot the damn thing and bury it in my backyard.
Anyone got anything else? I'm honestly willing to try basically anything.
 
last thing take only your your psu mobo with processor on it and remove the ram hdd and every other connection ....now put the 24 pin connector and atx 8 pin connector or 4 pin connector then short start the motherboard by a key or screwdriver by rubbing the (+ & -)panels of the power socket if it still doesn't starts then u can be sure about the motherboard is faulty ..

So, I exchanged the Motherboard and got an Asus H81M-E by recommendation, which solved the continuous restarting problem. The computer now stays on, but when it is hooked up to my monitor there is no video output, even when I plugged my graphics card from this current computer in to the build there was no video output. It's not the monitor... I ruled that out.
Could it be another bad mother board?? Or has this been the CPU all along??? (I'm using Intel HD graphics) I've tried every troubleshooting technique I could think of.
Somebody help me please! I'll take any suggestions. I'm literally about ready to break this thing out of rage... I've spent about 6 hours driving to the store and back exchanging parts. They know my name now. Somebody shoot me and put me out of my misery!

So a friend and I just self diagnosed it, we thoroughly tested each part of the build thoroughly in another PC and they all worked fine. The only two options that could be wrong with the PC: Another bad motherboard, or a dead on arrival CPU. We've almost totally ruled out the motherboard since everything gets power and functions, and in addition a GPU we plugged in wouldn't display anything. It's very unlikely that the motherboard would have 2 dead slots / sockets (CPU socket for integrated graphics, and PCI-e slots). We came across another thread where the guy had the same problems as me, and had replaced the same parts in the same order as I have, he turned out to have a DOA processor. He replaced it and his problems were solved.

I know it's extremely rare to have a DOA processor, but I'm 99% sure it's the CPU. What do you guys think? Also, thanks for all the help so far!
