PSU calculation help

Hey all, I'm setting up a computer and just received it. I'm a little disappointed in the PSU. It's a Diablotek 400w (12v/22amps = 264w)

I'm new to this but I know it's a low end computer and power supply. I'm just wondering if it's too risky to boot up this CPU with the following hardware

gtx 750 ti (70w)
amd fx-4130 (125w)
mobo Gigabyte GA-78LMT-USB3 (40w)
1 TB WD HDD - (10w?)
1 Dvdrw - (25w?)
2x 4gb ddr3 (?w)

This looks to be too much for a 400w PSU with 264 actual power...

I know jack about electricity and computers, but am I understanding all of this correctly and I DEFINITELY need a new PSU, or is there something I don't understand and is this actually manageable, just not ideal for adding more hardware?

DO NOT I repeat DO NOT boot with that psu. you will likely fry the whole comp. that thing is just horrible. that thing maybe puts out 14 amps on 12v rail. it is not rated correctly. get a new psu

no problem.

the psu i recommend and have used time and time again is the Antec VP-450. I've seen that it puts out stable power, even above its 450w "limit". I've seen people on newegg as well test this thing for multiple hours at 520w and no drops in the 12v rail. very stable power supply.

about 38 bucks on newegg.
