Is there something wrong with my PC or the games i play?

So i just assembled my new pc a week ago and i downloaded Dota 2 on it the system specs are
Fx-8350 4.0ghz
r9 280x 1ghz stock
8gb gddr3 1600mhz
and the rest is normal i do have a 600w power supply but my pc dosen't have any problems at all
So here is the thing i launched Dota 2 and it ran fine with 120 fps i got into a game started playing and during the game my fps drops down to 35-50 and goes back up to 120 it does that alot i don't know what the problem is i've played other games like NFS Most Wanted 2012 the game runs fine at 60 fps all on ultra in some cases drops down to 30 fps and goes back up to 60 other games Metro Last Light the fps is good hovering around 80-90 and suddenly it dips below 40 and comes back up other games? Watch Dogs same stuff stays at 60 and goes down to 27-35 and goes back up at 60fps Skyrim same thing 60 goes down to 30 and back to 60 in seconds and last but not least Battlefield 3 multiplayer 64 players its at 90 fps it goes down at 30-40 fps at times and comes back up to 90 i don't know if its my pc or the games i play because i do consider my PC a HIGH END gaming pc should this be happening?

Sounds like a possible heat issue with either the CPU or GPU. What are your idle and loaded operating temperatures for each?

These are possible symptoms of devices throttling back to prevent heat damage.

Sorry but the heat is not the problem i have 3 case fans a cooler master t3 and temperatures on the cpu don't exceed 55c gpu temperatures are also fine at max of 61c it dosn't exceede

Dota 2 is a RTS build on the WC 3 game? This likely means your big drops are when there are lots of units on the screen and being built on such an old engine, it likely does not utilize your CPU's cores well, and instead punishes only 1 or 2. Your CPU is not a great CPU when a game is not well threaded.

I did look it up, and apparently it is built directly from Warcraft 3 (a very old RTS game). It also mentions that it is a team on team game. Though I've never played it, so the number of units on the screen at once is unknown to me.

You might want to look a little bit harder then.
1. It's "based" on a WC3 mod, not built directly from (that would imply it's using WC3 stuff)
2. It's not an RTS game anymore, not like how we think of RTS games anyways.

Edit: @the OP

DOTA2 is maybe only making use of 2 of your cpu's 8-cores. So you have 2 very weak cores probably hampering you.
