Cannot enable crossfire

I bought another 7870 under the theory that I'd be able to crossfire it with my current 7870.

No such luck. I followed newegg's video on how to properly install the second card, only to get stuck at the same point as many others, where there is no drop-down menu in ccc to enable crossfire.

Both cards work seperately, the xfire bridge works, both cards are detected by gpuz and my system, but I can't enable the crossfire option.

I think it's a driver issue, but nothing ive done has helped (uninstalling ccc and deleting all AMD / ATI files, reinstalling latest drivers)
Unless my graphics cards are incompatible (purchased at seperate times) I've no clue what else it is. My motherboard is xfire compatible

Edit: With both cards running in my system connected by a crossfire bridge, I tried plugging my monitor into my second card and rebooting, and all I get is a black screen. The monitor recognizes that it is getting an input, but it's simply black.

Edit #2: Downloaded furmark, it claims my original gpu is at 100% usage and the new one is at 99%, but the temps show otherwise (first card at 71C, second at 40)
