The GTX is a bit long in the tooth and most suspect.

Try a different monitor.

Try a different graphics card.

i tried my tv while it was happening on the monitor and it was gone when i then quickly switched back it was still happening on the monitor,a new gpu would break my financial neck i mean the screen is 5 years old aswell

Try another card in it then. Else spend $140 and buy one eg gtx750ti as above - will run nearly twice as good as the 460 using half the power.
