No display after cleaning fans, GPU fan is spinning

I have recently cleaned all of my computer's fans - including two that are inside of my PSU and one case fan. After cleaning, I am getting no signal from either my TV (HDMI) or monitor (VGA).

I have tried the following:
- Re-seating RAM and GPU
- Removing 1 RAM stick
- Removing other RAM stick
- Changing PCI-e slots

The hardware I am using is:
- ASRock M3A770DE (http://www.asrock.com/mb/amd/m3a770de/)
- XFX Radeon HD 5570 1GB (http://www.newegg.com/Product/Product.aspx?Item=N82E16814150485)
- Crucial 2GB 240-pin RAM sticks (2x)
- AMD Phenom X4
- Logisys 450W PSU

As soon as I plug my monitor in, the display goes from "self-test" to the idle state.The TV does not recognize the signal at all. All of the pins are connected and the card is connected.

My GPU fan does spin.

How can I do that with no display? There's no graphics integrated into my motherboard.

I'm thinking it is the PSU as I have had it for roughly 3 years now and I was stupid, I took the case off to clean the fans and dust.

You simply need to remove the CMOS battery from the motherboard for 6 - 7 minutes...that's how I did it.

How did you clean the Fans?

The only recommended Method to Clean ANY PC component is "A Can of Compressed Air"

Dusting can cause static charge and ruin components
Vacuuming can easily Dislodge components and jumpers
Cloths - can do both above listed issues
Air compressors (can get moisture in the lines and cylinder so are not recommended)
Bumping things inside the computer may mean you need to re-seat components

Does the computer make any beeps when you turn it on?

I vacuumed the sh*t out of it which in hindsight probably was not the right thing to do...anyway, when I tried switching it back on, the monitor was like 'meh', refused to go past POST screen, and went into idle state. Everything else was powered on and running so, I finally decided to try the basics and reset the BIOS by moving the jumper.

TADA !

Now the computer is working again. And it seems like the exact problem you are having.

p.s. - You should check your CMOS battery, perhaps it's time to replace it?
